Funding for the RIPE100 Plan, which will provide direct payments to farmers, will come from a new USDA conservation program in the federal government utilizing only new or unallocated funds. RIPE firmly insists that funding should not come from any existing USDA programs or allocations, so that it does not remove funds from important programs. The specific source of federal funding and legislation to authorize the program has not yet been determined. For the Pilot and Phase 1 programs, the variety of potential funding vehicles includes:
- an infrastructure bill,
- agricultural or climate bills,
- existing USDA authority of unallocated funds,
- annual appropriations, or
- stimulus bills.
